David Nemiroff, LCSW
President & CEO
Appointed President and CEO in 2014
David Nemiroff has been the President and CEO Director of Harmony Healthcare Long Island since April 2014. Harmony Healthcare Long Island currently provides over 150,000 medical and support visits to more than 40,000 patients per year in multiple sites across Nassau County.
Mr. Nemiroffs’ professional career includes the leadership of the Nassau Queens Performing Providers System working with over 8000 partners to transform the health care of almost half a million Long Islanders, as well as leading the Mental Health Association of Nassau County, Inc. as its Executive Director. He was instrumental in the efforts to shape public policy to support people with mental illness and autism in the ever changing world of health and human services delivery.
Mr. Nemiroff began his career in the Health and Human Services field at Catholic Charities and Family Residences and Essential Enterprises, Inc. (FREE) supervising case management programs for individuals with traumatic brain injury and intellectual disabilities, Mr. Nemiroff’s 14 year career with FREE concluded with him holding the position as its Chief Support Services Officer.
His early career path has had him working as a staff psychotherapist for the United Cerebral Palsy Association of Suffolk County, Inc. and a Certified Field Instructor for both Social Work and Mental Health Counselor students.
Mr. Nemiroff is the Board Chairperson of the Health and Welfare Council of Long Island, a board member of the following organizations: Community Health Care Association of New York State, Community Advocates and Homes Anew I & II. Mr. Nemiroff is a member of the Long Island Health Collaborative, Board of Managers for Community Health Centers IPA. Mr. Nemiroff is on the advisory Board for the MPH Program at Hofstra University and a member of the Energia Partnership.
Mr. Nemiroff lives in Huntington Station, NY with his wife and two children. He is a graduate of State University of New York in Oneonta and holds a Masters in Social Welfare from SUNY Stony Brook.


Savitree Pestano, CFO
Chief Financial Officer
Savitree Pestano, HHLI’s Chief Financial Officer, has more than nineteen years of experience in accounting and financial analysis in nonprofit health care organizations. Before joining the HHLI, she served as the Associate Chief Financial Officer at the Institute for Community Living. Before the Institute for Community Living, she served at the Jewish Board of Family and Children Services and William F Ryan Community Health Center (FQHC) in Senior Financial Management roles. Ms. Pestano has a Master’s of Science-Health Systems degree from Binghamton University.


Tarika James, MD
Chief Medical Officer
Board Certified Family Physician appointed Chief Medical Officer in January 2014
Tarika James, M.D. is a board certified Family Physician currently serving as the Chief Medical Officer of Harmony Healthcare Long Island. She earned her Bachelors of Science degree in Biology from Ursinus College, doctoral training at Drexel University College of Medicine in Philadelphia, Pennsylvania and completed her residency training at the JFK Medical Center Family Practice Residency where she served as a chief resident. Prior to coming to HHLI, she served Associate Medical Director of an FQHC called Brownsville Multiservice Harmony Healthcare Long Island where she served for 7 yrs. During her time at BMS she created a paradigm shift by instituting an open access model for appointment scheduling and healthcare delivery which helped to increased utilization by 30% over a 2 year period and cut patient visit cycle times in half. When she arrived at Harmony Healthcare Long Island in January 2014, she immediately assumed the role of revamping clinical practice at the health centers in order to attain Patient Centered Medical Home level 3 as of May of 2014. She has worked with the clinical and operations leadership to improve and expand health care open access, create the clinical policy and procedure manual, and currently chairs the Continuous Quality Improvement Committee of the HHLI which monitor all quality activities for the organization. She strives to improve and the health delivery system by providing preventative care and high quality chronic disease management to patients. Some of her professional affiliations include the National Health Service Corps Scholar, and the American Academy of Family Physicians.


Stacey C. Jackson-Harley, RN, MA, BSN

Stacey C. Jackson-Harley, RN MA, BSN is the Chief Operating Officer for Harmony Healthcare Long Island (HHLI), Nassau County, New York.
Stacey earned her Bachelor of Science in Nursing (BSN) degree from the University of Florida in Gainesville, Florida. Returning home to New York, she started her nursing career at New York University Medical Center. She matriculated through her Master of Arts (MA) degree in Nursing Administration from NYU. She knew her calling to serve was as a Nurse Executive Leader.
Stacey has worked as a Transformational Nurse Executive Leader for over 25 years. She has worked in various health settings and has held multi-faceted nursing leadership roles. Prior to joining HHLI, Stacey has held various leadership positions with the NYU Medical Center, the North Shore LIJ Health System and Visiting Nurse Service of NY. She has initiated programs for patients and their families. She is a believer in rendering excellent quality safe care – as one day we will also be consumers of that care.
Stacey is a visionary leader who has focused her talents and expertise into the public and community health arena at HHLI. Stacey continues her quest for equitable access to healthcare for the undeserved communities and promotion of health initiatives with a comprehensive focus on quality improvement of health services and innovation.


Julie Harnisher, MHA
Vice President Population Health
Joined HHLI in 2011
Julie Harnisher, MHA Julie Harnisher joins HHLI as Vice President of Population Health to lead our new Population Health Department and continue to lead our outreach efforts. Her most recent position was the Director of Physician Recruitment and Community Outreach for NuHealth’s Ambulatory Care and Business Development Department, where her responsibilities included: practice assimilation/acquisition, physician relations, recruitment and retention, strategic planning, event planning, payer relations, marketing and sales.
Prior to working at Harmony Healthcare Long Island, she held positions at North Shore/LIJ and HealthPlus where she found her passion for working with the most vulnerable and medically underserved populations.
Julie holds a Master’s degree in Health Care Administration from Hofstra University and a Bachelor’s degree in Psychology from Adelphi University. She has been working in the health care field for over 20 years in various leadership roles.


Sunny Brown

Sunny Brown is the Vice President of Human Resources at Harmony Healthcare Long Island (HHLI). Sunny Joined the HHLI in June of 2014 and began assembling a progressive HR team. Prior to joining HHLI, Sunny was the Director of HR at the Mental Health Association of Nassau County. Sunny has over 15 years of experience in HR in various industries including manufacturing and service and has worked in various regions of the US as well as Europe and Asia. Sunny has a Bachelor’s degree in Economics and a Master’s degree in Human Resources and Industrial Relations, both from the University of Illinois.
